The Duke of Weselton (Mephiles the Dark)
The Duke of Weselton is a dignitary from Arendelle's neighboring kingdom Weselton. However, a running gag throughout the film is that other characters call it "Weasel Town" much to his consternation and annoyance. His title proves he holds great power in his homeland, and on his formal wear, one will notice several badges and medals, indicating a history of significant accomplishment despite his rather meek character. He may also be the most powerful figure in Weselton aside from the ruler itself, though they're never mentioned or even alluded to. The Duke also has two burly bodyguards at his disposal, though they rarely speak and usually stand by the diminutive royal's side to protect from any and all harm. Even so, they do find their boss' character rather odd, considering their facial expressions during their introduction on Elsa's coronation day.
In relation to Arendelle, the Duke of Weselton controls the trading business between the two kingdoms, and notes that he's Arendelle's closest partner in trade. He's likely the closest visiting dignitary in the kingdom during Queen Elsa's coronation judging by his prominence throughout the events of the film. How long he's been associated with the kingdom and whether or not he knew the original king and queen before their deaths is unknown but highly likely.
But aside from having this "title" of being a Duke of Weselton (Sonic never confirmed if it was a kingdom or not), he is actually an evil spirit known as Mephiles the Dark. He is the conscience, mind and will of the sun god Solaris. Mephiles was born during the Solaris Project when the experimentations on Solaris split him into Mephiles and Iblis. After his birth, Mephiles was sealed inside the Scepter of Darkness by Shadow the Hedgehog, but was freed ten years later during a skirmish between Shadow, Rouge and Dr. Eggman.
After his release, Mephiles orchestrated a centuries-long plan to release Iblis from Princess Elise of Soleana, a kingdom in another world, and rejoin with it. He traveled back in time and made a morphing disguise of being the Duke of Weselton after killing the real one.
As the Duke of Weselton, he arrived in Arendelle and was very interested in this kingdom. During Elsa's coronation ball, the curse came upon the kingdom and it was frozen. When he and Prince Hans then discussed an old prophecy in their real forms, they decided to prepare for the excecution of the new Queen of Arendelle. Sonic left to get the Seven World Rings to prevent the death of both his sisters, and they ended up getting him sealed in the Scepter of Darkness again, along with Erazor Djinn in his lamp.
Three years after Sonic stayed behind in the other world to maintain Arendelle from being under attack again, Mephiles was freeded by the very same skirmish between Shadow, Rouge, and Eggman. Then he started to get his plans set back to work. Along the way, Mephiles attempted to sway Shadow to join him, but failed. Ultimately, Mephiles' plan succeeded when he killed Sonic. According to Dr. Eggman, "His plan all along was to cause the Princess to be so consumed with despair that she'd cry." He then reemerged with Iblis, remaking Solaris, but was defeated by Sonic, Shadow and Silver, and subsequently erased from existence, or so it seemed.
Sonic returned to Arendelle two years later with many friends and allies. An earthquake struck the place and Mephiles returned to Arendelle's world and began to help Black Doom, his master aside from Lord Shen, the true Master, terrorize the town. He then thought it would be best to try and get revenge on Sonic and Shadow, the Red and Yellow Mystic Rangers now, for trying to erase him from history. He also tried to take revenge on Udonna for sending his Master into the Underworld. The Mystic Rangers were sent through time to two hundred years later in Arendelle, and it was just like Crisis City near Soleana. The Rangers then found the Super Emeralds, the key to getting back to their own time and their Legend Warrior mode. The other Rangers left, but Shadow stayed behind to defeat Mephiles for good, which he did. Then he sealed him in the Scepter of Darkness once again, and he could never get out again. As far as anyone knows, nobody can find that Scepter anymore.
